Without dedicated servers, no hosting company will touch it. That means all the 'servers' you see out there will run on some random's net connection.

If they are torrenting or downloading while they host, it will lag for everyone but the host. Also, because here people have shit net (and in the US too), you can't get many players in one server.
Plus say goodbye to custom maps... at 20-60mb EACH, it will take hours to download a map when you join a game.
Proper dedicated servers (the ones clans pay money for, or hosted by ISP's) have 100+mbit net connections, with basically no lag at all. Pretty much all popular cod4/cod5 servers are these paid for servers, for obvious reasons
